Section 3 replaces Section 19 of Ordinance Noi
of 1887 which it repeals. Subsections (4) and (5) of Section 3, are new and correspond with subsections (5) and (6) of section 25 of the Straits Settlements Post Office Ordinance No.100f
1879, as amended by 1V of 1891.
A short time ago, a Master came and asked for gratiuties
for 2 years past. Subsection(5) meets such a case.

Section 4 is based upon 54 and 55 Viet
ch, and 48, Sect. 10, and a recent case has shown the necessity
for the enactment of this law, for Section 28 deals with "correspondence" only, and by the definition of 1837, "correspondence" (Sact,l Ordinance No.1 of 1887) letters cease to be correspondence after delivery from the Post Office.
